November 2, 2010 General Election
There is expected to be between 5 and 8 ballot measures on the November 2, 2010 ballot, including two referrals from the Oregon Legislature. The referrals are:
Legislative Referral 404 “Amends Constitution: Requires Legislature to meet annually; limits length of legislative sessions; provides exceptions.”
Legislative Referral 405 “Amends Constitution: Authorizes lowest-cost borrowing for state’s real and personal property projects.”
As of July 17, two initiative petitions have gathered enough valid voter signatures to qualify for the November ballot.
Initiative Number 13 would mandate tougher prison terms for repeat sex offenders and send people who get a third conviction in 10 years for driving under the influence to go to jail for 90 days.
Initiative Number 28 would allow medical marijuana users through nonprofit organizations to buy from state-regulated dispensaries.
Other initiatives with a good possibility to make the ballot are:
Initiative Number 50 would amend the Oregon Constitution and transfer legislative redistricting responsibility from the state legislature to a new appointed commission of retired judges.
Initiative Number 70 would amend the Oregon Constitution and indefinitely renew dedication of 15 percent of lottery proceeds to parks and natural resources.
Initiative Number 76 would amend the Oregon Constitution and create an exception to the casino ban. The legislature would be required to allow one private casino.
Initiative Number77, a companion to 76, would authorize a Multnomah County casino.
